The Supreme Court of India has dismissed challenges to the environmental clearance for the ambitious Kozhikode-Wayanad twin tunnel project, paving the way for construction to begin. This landmark decision, delivered by a bench led by Chief Justice Surya Kant and Justice Joymalya Bagchi, upholds the Kerala High Court’s earlier verdict and emphasizes the project’s role as a “lifeline” for Kerala’s connectivity amid challenging terrain and traffic woes.

Project Overview

The Kozhikode-Wayanad tunnel is an 8.7 km twin-tube unidirectional road tunnel designed to link Anakkampoyil in Kozhikode district to Kalladi-Meppadi in Wayanad, slicing through the Western Ghats. Valued at Rs 2,134 crore, it features a 2+2 lane configuration with four-lane approach roads from existing highways, aiming to bypass the notoriously congested Thamarassery Ghat pass. Currently, travelers endure steep, winding roads prone to landslides and seasonal closures, stretching the journey to over two hours. The tunnel promises to slash travel time to under 30 minutes, boosting tourism, trade, and emergency access while operating year-round.

Supreme Court Verdict Details

On April 6, 2026, the apex court rejected a Special Leave Petition by the Wayanad Prakrithi Samrakshana Samiti, an NGO that contested the environmental clearance granted by the Ministry of Environment, Forest and Climate Change (MoEFCC) to Kerala’s Public Works Department. The bench refused to interfere, noting that domain experts had rigorously evaluated the project and imposed 58 stringent conditions to mitigate risks. Chief Justice Surya Kant highlighted the state’s high population density, land acquisition hurdles, and road congestion, calling the tunnel a “project of national importance” that protects wildlife better than surface roads. The court clarified that while the project was appraised as Category B by the State Environment Impact Assessment Authority (SEIAA), it received Category A-level scrutiny per general EIA conditions.

Environmental Concerns Raised

Petitioners, represented by Senior Advocate Shyam Divan, argued Wayanad’s fragility as an ecologically sensitive zone near the Nilgiris Biosphere Reserve, citing the deadly July 2024 landslides that killed hundreds. They claimed the tunnel could trigger slope instability, disrupt aquifers, harm elephant corridors, and affect rare species of flora and fauna, insisting on mandatory Central government Category A classification. The court countered that expert committees like the State Environment Appraisal Committee (SEAC) and Central Expert Appraisal Committee (CEAC) had addressed these issues, with safeguards including real-time monitoring and no irreversible damage foreseen if complied with.

Roadblocks Overcome

The project faced delays since its 2010 conceptualization, stalled by environmental litigation starting at the Kerala High Court in 2025. The High Court dismissed initial pleas in December 2025, affirming the clearance process, which the Supreme Court now endorses. The bench granted liberty to approach the National Green Tribunal (NGT) for any construction violations, ensuring ongoing oversight. Senior Advocate Ranjit Kumar for Kerala and Additional Solicitor General KM Nataraj for the Union defended the approvals, underscoring multi-layered expert reviews.
